Préamble :

This document is based on texts in the regulations for the 2011 season and on mountain biking. These texts are governed by the French Cycling Federation (FFC) and more generally by the ’Union Cycliste International (UCI)’. Every topic not addressed in this paper adopts the application automatically set to these texts. The only competent authority will be the College of Commissioners for the purposes of this Regulation.

CONDITIONS OF PARTICIPATION :
Any competitor who takes part in "RAID VTT JURA" is supposed to know these regulations and undertakes to comply fully with all its requirements. Entry implies acceptance of these rules and discharges the organizers of any responsibility for incidents or accidents (parental consent for minors and mandatory parental presence). The riders undertake to respect the traffic on road sections. At some positions, there shall be a deadline for passage after which the riders will be directed to the point. This will not result in disqualification of the competitor but penalises 2 hours from last competitor crossing the finish line.
The organization accepts no responsibility for any loss, damage, theft of equipment or personal equipment in the conditions of the race. Registration is possible for stages 1, 2, 3 or the complete rally. Riders give the organizers the free use of photos, videos, pictures or recordings on the Internet at this event.

1. PARTICIPATION :

1.1 All competitors without a license FFC FNSU, FSGT, UFOLEP or National Federation affiliated to the UCI must provide a medical certificate of non-cons to the practice of cycling competition older than one year.
No medical certificate will be issued on the spot. No discharge will be accepted. For minors, parental consent is required.

2. CATEGORIES :

2.1 : Participating groups are :

- JUNIOR MEN : 17 to 18.

- JUNIOR WOMEN : 17 to 18.

- HOPEFULS (men - women) : 19 to 22 years.

- MEN : 23 to 29 years.

- Series ELITE NATIONAL DEPARTMENTAL

- MASTERS I : 30 to 39 years.

- MASTERS II : 40 years and older.

- WOMEN : 23 and older.

- NATIONAL REGIONAL ELITE Series.

- TANDEM (male or female) : 17 and older.
2.2 : Only the year of birth is taken into account for the assignment of participants in the categories.


3. CIRCUITS :

3.1 : Passage controls will be established on the course. The College of Commissioners will check all or any of completed scores.
3.2 : for obvious security reasons, participants who drop out should report this to an aid station or the nearest refreshment point. In the absence of information on a retirement, the participant will be responsible for means used for his research.
3.3 : Any competitor found to reverse the circuit will be immediately disqualified.
3.4 : Failure to observe the entire journey : taking shortcuts or using any other unfair means to gain an advantage against other competitors will result in disqualification (see Section 7.3.2 UCI).
3.5 : The riders are solely responsible for their journey.
3.6 : race management reserves the right to make last minute changes to the courses for security reasons. In this case, messages will be announced on the public address system.
3.7 : it is recommended that competitors recognize the route only during the official days, ie. 48 hours before testing under penalty of disqualification, this in order to respect private property. Competitors are responsible for the damage they cause to private property outside the official dates of the RAID VTT JURA.


4. APPLICATIONS :
4.1 : Applications may be made in 3 ways :

- By Internet : www.universalbikeracing.com

- or by mail : (RAID VTT JURA, 28 rue des Écoles, 39000 Lons le Saunier).

- or on site at a higher rate (no increase for hiking)..
4.2 : Fees for Internet applicants are made by credit card at www.universalbikeracing.com
4.3 : for applications by mail, contestants must submit their registration form and pay at the same time the corresponding entry fee by check. Any non-payment will result in the invalidity of the application.
4.4 : Confirmation of registration will be available on the Internet. Entry forms received after the period indicated will not be taken into account ; riders must re-register on site on Friday, Saturday and Sunday and will have their fee increased.
4.5 : on-site registration will close one hour before the start of each race.
4.6 : Organizing Committee agrees to reimburse riders for their entry fee reduced by a fixed amount for management fees only upon submission by letter of proof of absence 5 days before testing.

5. RACE BRANDING.
5.1 To facilitate the identification and scoring, each competitor must be provided with a compulsory competition handlebar plate.
5.2 The plates will be provided by the organizer.
5.3 The plates handlebars are registered and non-transferable. All offenders will be disqualified.
5.4 The participants in the various competitions will prominently display bibs, stickers and placards bearing the initials of the company sponsoring the event.

6. WELCOMING and ADMINISTRATIVE CONTROL :
6.1 : Reception, registration and administrative control of the competitors will take place from Friday, June 3 at 15:00, 10:00 Saturday, June 4 and Sunday 5 June from 8.00 to Macornay for all categories.
6.2 : for on-site registration, the competitors will inspect the membership cards (for members) or an ID with a medical certificate (for non members). In return, the organization will give them a record of the event, bib and a handlebars plate (see registration form for conditions).

7. EQUIPMENT :
7.1 : Bikes admitted to the ’JURA RAID’ must meet the official standards.
7.2 : Competitors are solely responsible for compliance with applicable standards and maintenance of the materials they use.
7.3 : Plate handlebars must be fixed so as to ensure good visibility. The plate and the bib (for competition only) are spaces reserved for official sponsors of the organization to the exclusion of all others and must be kept in their original configuration. Failure to follow these reserved spaces will result in the denial of the departure points or penalties upon arrival.

8. EQUIPMENT :

8.1 A rigid helmet with chinstrap is mandatory for the duration of the events in the competition.

9. AREA OF DEPARTURE :
9.1 The starting line access is by the side doors corresponding to the positions of competitors on the starting grid.
9.2 Any participant starting without crossing the gate control setting will be considered as a non-starter and will not be classified.

10. NOTE :

10.1 : Any competitor overtaken must give way under pain of penalty time.
10.2 : Any participant who underwent a medical procedure during or after the tests is required to report this to the organization within five days on standard form. After this period, any declaration can not be taken into account and the organization can not be held responsible.

11. DEPARTURE TIME :

The official time base for all races and classes will be provided to participants by posting and microphone announcements.

12. REPAIR AND EXTERNAL ASSISTANCE :
12.1 : No follower gear is permitted. Any participant (only in competition) which has a material aid or external technical assistance will be disqualified.
12.2 : Wheel replacements between competitors in the race shall be disqualified.
12.3 : Any manifestation of deliberate help or assistance between duly established competitors may result in downgrading.
12.4 : On the circuit, the only motorcycles allowed are those with official drivers’ wear. They will be limited by the race and identifiable. These will be : A motorcycle opener. A motorcycle race commentary for the finish line. A motorcycle commissioner. A motorcycle press (camera). A bike doctor. A motorcycle broom
12.5 : It is recommended to bring repair material (cables, tubes, etc. ...) and warm cycling clothes (in case of bad weather).

13. REFRESHMENTS :
13.1 : Liquid and solid refreshments are allowed on the course in addition to the official refreshment stands set up by the organization.

14. RANKING :
14.1 : will be established the following classifications :

- Men’s Scratch

- Scratch Ladies

- Junior Men

- Espoir Men

- Hope Women

- Masters I and II Masters

- Cadet boys and girls (challenge independent)
14.2 : rankings will be posted and signed by the secretary of race and the finish judge with reference to time display with the following procedure :
 1) after the arrival of the top 20 each race
 2) 50 min after the first arrival of each category.
14.3 The period for complaints originated time display of results (the first display for the first 20).

15. AWARDS – UCI POINTS :

 15.1 The participation of competitors for the issue of awards at the end of the tests is mandatory. In case of absence, the competitor will not receive his/her prize and sporting sanctions will be decided by the Commissioners (except in cases of force majeure)
15.2 Prize Matrix Premium per step :
 Men’s Scratch € 755 of 10
 Women’s Scratch € 410 of 5
Premium General :
 Men’s Scratch € 2,120 of 15
 Women’s Scratch Scratch € 1395 of 10
UCI points will be awarded according to the table in force XCO class 2 (80 points in the first) Prizes will be awarded to three winners in each category.
The organization reserves the right to modify this grid prices until a week before the start of the race.

16. PENALTIES :
16.1 : non compliance spaces reserved for official sponsors of the frame plates (Article 10.3) Initially, refusal to start. On arrival : time penalties.
16.2 : no marks on the bike (art 10.6). On arrival or during an unannounced check : disqualification.
16.3 : external material assistance during the event : exclusion (Article 14).
16.4 : absence of a passage control (Article 5.2.1) : disqualification.
16.5 : reverse circuit (Article 5.2.2) : disqualification.
16.6 : deliberate help or assistance among competitors : disqualification (Article 16.3).
16.7 : Refusal to give way when overtaken by a competitor : time penalties.
16.8 Breach of the course (art 5.2.3) : disqualification.
16.9 Lack of helmet during the race : disqualification.

17. CLAIMS :
17.1 Complaints about the conduct of the event or behavior of other competitors must be in writing and signed by the rider within 60 minutes after his/her arrival.
17.2 The claims concerning the classification must be filed within 30 minutes after the posting of results.
17.3 The College of Commissioners will rule immediately by meeting on site. Any competitor’s concerns must be dealt with by the College of Commissioners.
17.4 Participants who feel they have suffered an injustice or irregularity on the part of a competitor or organization can claim in writing (to be accompanied by a deposit check of 77 € which will be refunded in the case of well-founded claim.)


18. DOPING :
Refer to national and international regulations(entered into force on 1 July 2001).


19. DISCLAIMER :
 Organisers may exclude any participants who do not abide by essential sports etiquette or safety instructions provided by the organization.
 Similarly, the medical staff are empowered to suspend or remove any participant taking risks that could harm health, life or that of others. Failure to follow the entire journey, taking shortcuts or using any other unfair means to gain an advantage against other competitors will result in disqualification. Participants must submit on arrival upon request of the organizers proof of anti-doping control
